As a laptop user, I like to avoid mouse usage
to whatever extent is possible. That being said,
I thought this was extremely cool.

Ooh, big link. Anyway, it seems like a fairly
simple concept. I would love to see something like
this in Linux. Does anyone have any ideas on how
it could be done?

X11 has had this since the very beginning, as far as I know.  I've used it but don't remember how to enable it.  Refer to your X.Org documentation for the answer; though, Google would probably be faster.
